the seller is screwed. Because a certified letter has to get sent to the registered owner, & he finds out where his car is. Obviously the best way to buy a car is with a title. But shit happens, & there are sometimes title problems. There are many reasons other than being stolen, that a car doesn't have a title. These are 3 examples of what happened when I needed to get title this way 1) Divorce, where one spouse was being a bitch (guess which one) & wouldn't sign the title. 2) A death, where nobody knows where the title is, & the deceased had moved to Minnesota, from California 3) The guy bought a new car through the army when he was enlisted (it was now 10 years later) . The original certificate of origin (comes with a new car, & gets turned into a title when it is transferred into the buyers name) was never transferred into anybody name, & the certificate of origin was lost. Those are just the 3 that I can remember off the top of my head.
